Northern Territory approach to water resource management

The Northern Territory is a large area with a relatively small population and is still developing compared with other Australian states and territories. Water is essential to the Territory’s future growth, supporting communities, Aboriginal economic development, industry and the environment.

The Northern Territory manages its water resources under the Water Act 1992, using a science‑based, proportionate and transparent framework. This recognises the Territory’s capacity for future growth and development and the need to balance economic opportunities with environmental protection.

The Northern Territory manages water in a way that can adapt to changing conditions and new information. Regular reviews, monitoring and time-limited licences help ensure water is used sustainably while protecting the environment and cultural values now and into the future.

Minister for Water Resources role

The Minister for Water Resources provides strategic oversight of the Territory’s water framework.

The Minister:

• sets water policy and strategic direction
• administers the Water Act
• appoints the Controller of Water Resources
• declares water control districts and water allocation plans.

The Minister does not make individual licensing decisions, ensuring separation between policy and regulation.

Controller of Water Resources role

The Controller of Water Resources is an independent statutory decision‑maker appointed under the Water Act.

The Controller:

• makes decisions on water licences and permits
• ensures water use is consistent with legislation and water allocation plans
• manages compliance and enforcement actions
• protects water resources from over‑extraction and environmental harm.

The Controller’s decisions are informed by science, legislation and public policy, with operational support provided by the department.

Department of Lands, Planning and Environment role

The Department of Lands, Planning and Environment (DLPE) supports sustainable water management across the Territory.

The department:

• assesses and monitors surface water and groundwater resources
• develops and implements regional water allocation plans
• administers water licences and permits
• provides scientific, technical and regulatory advice
• supports compliance, reporting and long‑term water security planning.

DLPE provides independent, evidence‑based advice to support statutory water decisions.
